The mediators and observers to the Transdniestria conflict settlement talks say that there are real preconditions for solving the dispute and that the proposals put up by the Moldovan authorities are a good point for starting the talks over the special status of Transdniestria.

According to the presidential press service, at a meeting with President Vladimir Voronin on July 22, the mediators and observers discussed the possibility of resuming the Transdniestria conflict settlement talks.

The head of state reiterated that the dispute could be solved by this yearend given the existence of favorable conditions. He stressed that the proposals submitted by the Moldovan side provide for the resolution of the conflict at all the levels – political, economic, social – if the relevant documents are approved at the talks in the 5+2 format, and the 2009 parliamentary elections cover the entire territory of Moldova.

The Special Envoy of the OSCE Chairman-in-Office, Ambassador Heikki Talvitie underlined the necessity of stimulating the activity of the working groups set up to strengthen the confidence building measures between Chisinau and Tiraspol. He said that the OSCE member states are ready to contribute to this, stressing that the conflicting sides should establish a permanent and constructive dialogue at all the levels.

The EU Special Representative for Moldova Kalman Mizsei and the Deputy Assistant Secretary of State for European and Eurasian Affairs at the U.S. Department of State David Merkel said that Moldovan authorities’ proposals are a good basis for initiating discussions over the specials status of the Transdniestrian region.

The same opinion was expressed by Ukraine’s representative at the talks Alexandr Gorin and Russia’ representative Valery Nesterushkin. They said that the existent conditions favor the settlement of the conflict.

At the end of discussion, Vladimir Voronin said that this autumn Chisinau will host an international conference on the post-conflict development in Moldova that forms part of the measures aimed at establishing the parameters of the future reintegration of the country. //REPORTER.MD
