Texas delegates not necessarily committed

Texas' two-step, primary-caucus combo won't necessarily provide a delegate road map during the senatorial district conventions, observers say.

There's no such thing as a pledged delegate, said Allan Saxe, a political science professor at the University of Texas-Arlington, told the Fort Worth Star-Telegram. They can change their mind at any time.

In the March 4 primary, Sen. Hillary Clinton, D-N.Y., won Texas' popular vote 51 percent to Sen. Barack Obama's 47 percent, earning Clinton 65 delegates, compared with 61 for Obama, D-Ill. Remaining to be determined is how 67 other delegates will be divided through Texas' caucus system.

On Saturday, tens of thousands of Texans who became Democratic presidential delegates will attend senatorial district conventions, where they will support their choice for president -- again -- and try to move on to the state convention.

Who knows, by the time they reach the state convention, more information could come out on either candidate and people may indeed want to change, Saxe told the Star-Telegram. Once again, every delegate counts.
