Valeriu Prohnitchi: implementation of RM-EU Action Plan in terms of economy - two steps forward and one backward
The implementation of the RM-EU Action Plan in terms of economy was partially carried out, notes the study “Implementation of RM-EU Action Plan”, launched by the Association for Participatory Democracy ADEPT and Expert Grup on Tuesday, March 25.
According to Executive Director of Expert Grup, Valeriu Prohnitchi, the implementation of the RM-EU Action Plan in terms of economy can be described by the formula “two steps forward and one backward”, as both successes and failures were registered in the process of its implementation. Among the major successes in implementing the Plan, Prohnitchi mentioned the re-establishment of the relationships with the IMF, the control over the origin of goods, adjustment of the legal framework on intellectual and industrial property, the establishment of the National Commission for Financial Markets. At the same time, the economic development of Moldova was marked by failures too, such as “the wine crisis” that reduced GDP growth from 7.5% in 2005 down to 3.3% in 2007. Also, in terms of failures, he pointed out the stagnation of the regional and rural development, discrimination of foreign investors who are not entitled to purchase land plots, elimination of Moldova from the European Charter of Small Enterprises. Among the priorities for 2008 in the economic implementation of the RM-EU Action Plan he noted the finalization of the regulatory reform, the establishment of the one-stop registration shop in the customs system, the definition of the government support, development of legislation on foodstuffs, establishment of a national trade contact point. According to the authors of the study, of the 148 actions grouped under 25 areas and carried out within the RM-EU Action Plan, major progresses were reported for 27 actions, moderate progresses for 44 actions, minor progresses for 51 actions, stagnant 23 actions, and in regress 2 actions.
