Ukraine ratifies GUAM charter

The Ukrainian Supreme Rada [parliament] ratified the Charter of the “Organization for Democracy and Economic Development – GUAM” on Thursday.

The document barely received the minimum of votes necessary for adoption – 226 because the Party of the Regions, the Communist Party, and the Litvin Bloc did not vote for the ratification.

The Charter determines the organization’s objectives, work principles, priorities, structure, etc. The document envisages the establishment of the GUAM Council to work at 4 levels – of the heads of state, of foreign ministers, of national coordinators, and of permanent representatives.

The document determines also the mechanism of passing decisions within the GUAM frame, interaction with other international organizations and foreign states, the order of joining the GUAM, and so forth.

Commenting the document ratification, Ukrainian Speaker Arsenii Yatseniuk stated, “Now Ukraine has finally acquired the status of a regional leader”.

Initially, since its foundation in 1999, this regional organization used to be called GUUAM as it then united Georgia, Uzbekistan, Ukraine, Azerbaijan and Moldova. In 2005, however, Uzbekistan quitted it. The next ordinary GUAM summit will be held in June 2008 in Tbilissi (Georgia).  // Infotag
