To manage borders effectively, Moldova has to root out corruption - Udo Burkholder


In the process of the implementation of the National Integrated Border Management Strategy, a special attention ought to be attached to rooting out corruption, Udo Burkholder, Head of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM), said at the conference in Chisinau.

He stressed corruption may ruin all the efforts by Moldovan and European structures aimed at restoring order on the Moldovan borders.

He underscored that the Government of Moldova has approved the National Integrated Border Management Strategy last week and a few weeks ago the government of Ukraine has also adopted a National IBM concept.

"These steps give us a clear signal that the introduction of EU standards in border management is an important priority for both countries and EUBAM will continue providing assistance in this area. This conference will allow our partners from Moldova and Ukraine to share the experience of international experts, thus, promoting the successful implementation of the IBM approach in both states", Udo Burkholder said.

In his words, the EUBAM will be further rendering assistance in the process of introduction of EU standards in border management.

Ambassador Dirk Schuebel, Head of the European Union Delegation to the Republic of Moldova, stressed that over the last year the Moldovan authorities became more cooperative with European structures.

He said modern states have to rely on an economy which is open for international trade and yet at the same time offer a high degree of security to their citizens. The Integrated Border Management Concept has an important role to play in efficiently combating illegal migration, trafficking in human beings, and other cross-border crimes. It also allows for simplified border checks, thus, making borders easier to cross.

EU Integrated Border Management model is one of the main elements of EU security strategy. The IBM model implies intensive cooperation amongst border agencies internally and internationally. Instruments such as modern risk analysis techniques, highly professional human resources, training, communication and information exchange, developed infrastructure and effective equipment help to achieve positive results.
