The fight for Parliamentary immunity

Yesterday on 11.10.2010, the Juridical Commission for Appointments and Immunities required repeatedly the examination of the facts and documents concerning the withdrawal of the parliamentary immunity of the deputies from the Communist Party of Moldova, Vladimir Voronin and Anatol Popuşoi. The Request was addressed to the General Prosecutors Office. Another request of the Commission was to interrogate the two deputies in order to obtain relevant testimonies with the aim of starting penal cases against them.

The ex-president of the country Vladimir Voronin was present at the Commission meeting, but he neglected its activity, and left the meeting, mentioning also that he will not attend its meetings in the future. The ex-President and the actual President of the Communist party in Moldova also mentioned that: “Everything is a show, a political scenario, before the elections.”

The ex-President is accused of abuse of power, because he permitted to the groups of young demonstrators to enter and destroy the buildings of the Parliament and Government of Moldova on the 9th of April 2009. Anatol Popuşoi another member of the Communist party of Moldova is accused of signing and permitting illegal contracts of rent of many hectares of forest in the state property with the ex-presidents son, Oleg Voronin.
The withdrawal of the immunity of these deputies and their accusation in committing criminal deeds may be a serious threat for the Communist party of Moldova at the upcoming elections. Many representatives of the communist or socialist parties especially from Russia and even some from Europe addressed to the authorities of Moldova an official protest, declaring these actions as political games to lower the popularity of the Communist party of Moldova.

A similar meeting of the Juridical Commission for Appointments and Immunities took place on 27.09.2010. But it was changed for another date because the Prosecutors Office did not present sufficient evidence for the members of the Juridical Commission to make a conclusion concerning the withdrawal of the parliamentary immunity of Vladimir Voronin and Anatol Popuşoi.

In case if there are enough evidences to start a penal case the deputies can be deprived of the deputy immunity by the vote of the majority of the deputies in the Republic of Moldova Parliament.
