State must finance city educational system and police - mayor Dorin Chirtoaca
Primar [city governor] of Chisinau Dorin Chirtoaca has said that the educational system and police of the municipality must be financed by central authorities, not by the local budget as it is now.
He said that the municipal police obey the Ministry of the Interior; therefore it must be financed at the expense of the state, not the Primaria.
"The Primaria expenses on the municipal police maintenance will exceed 104 million lei in 2011, and on the main education, youth and sports department - 939 million lei. Meanwhile, the education and police are financed by the state in whole world", Chirtoaca said.
According to him, the Government should assign compensations to low-income families and pensioners at the amount of 51.4 million lei for heating and 73.4 million lei for public transportation in conditions when the Primaria transfers to the State Budget over 1 billion lei.
"If the Primaria was able to cover all expenses and to finish the year without debts in 2010, the 2011 budget does not cover all expenses", Chirtoaca said.
Infotag's dossier: The Chisinau Municipal Council [city parliament] has adopted the 2011 Municipal Budget at the first reading. The budget provides the 1.78 billion lei revenues, which is 13.3% more than in 2010, and the 1.85 billion lei expenses (-3.3%). The deficit will be about 66 million lei and must be covered at the expense of means earned from the public property selling.
