Moldovan official decries opposition's misinformation campaign
The government has described the Party of Communists' (PCRM) statements on the national decentralization strategy as absurdity designed to bring a state of artificial tension in society, the spokesman for the prime minister, chief state adviser Igor Volnitchi said at a news briefing today.
Volnitchi denied the allegations that the implementation of this reform would lead to the closure of many mayoralties and social institutions, and return to counties. "There is no word in the strategy about counties or liquidation of mayoralties or other actions of the kind; on the contrary, the reform's final goal is to give the local authorities a broader autonomy and improve the management and quality of public services."
At the same time, Igor Volnitchi said that the former government did nothing to ensure the enforcement of the law on administrative decentralization, adopted back in December 2006, and neither worked out an action plan for the law's implementation. "The national decentralization strategy is meant to fill this void, as it is the first document of this kind. The reform is to be implemented with the support of the development partners and the financial benefits will be much higher than the costs of its implementation," the chief state adviser noted.
The national decentralization strategy was elaborated in 2010. The draft strategy was posted on the cabinet's webpage and is open for public discussions. The final document is to be submitted to the government for approval till the end of this year, when the strategy's costs will be assessed as well.
