Civil servants shall be demanded to undergo mental test


Candidates seeking to become civil servants in Moldova shall be demanded to undergo a mandatory psychiatric examination, as per the bill considered today by the parliamentary Standing Committee for National Security, Defense and Public Order.

The bill was drafted and submitted to the Parliament Permanent Bureau by a group of deputies from the previous Parliament yet. According to the document, all candidates applying for sensitive state posts must first undergo an examination of their psychic condition.

The bill indicates contraindications to holding state posts, such as chronic mental disturbances, inadequate behavior, alcohol dependence syndrome, addiction to narcotic drugs or psychotropic substances, chronic psychic diseases and conditions equivalent to them, epilepsy.

Candidates for parliament must submit medical certificates on their psychic condition to the Central Election Commission.

The bill authors have offered the following substantiation for having such law in the republic: "Persons holding state posts bear responsibility for passing laws and essential decisions, for ensuring national security and public order, for approving the main directions of the state's domestic and foreign policy, for representing the Moldovan state on the international arena, therefore their psychological and emotional condition must become a matter of a particular state responsibility".
