Chertoff: 2007 was one of 'quiet' success
This year was one of "quiet accomplishments" and a missed opportunity for immigration reform, Homeland Security Secretary Michael Chertoff said Wednesday.
The successes, he said, were "quiet accomplishments, because we've avoided a problem rather than because we've embraced a problem," Chertoff said during remarks at the Woodrow Wilson Center in Washington.
The department also "fought a tough battle in Congress on the issue of immigration reform," he said. "And I have to say candidly we missed a critical opportunity. Unquestionably, enforcement is a critical element and a foundation to solving the problem, but it is not ... the complete solution."
Chertoff touted measures such as increasing the fence line at the U.S. border with Mexico and more secure documentation standards. He also cited development of a comprehensive plan to better protect consumers and improve safety of imported goods.
He said DHS also developed a more effective emergency response system and a "culture of preparedness," and responded to more than 60 disasters.
Looking ahead, Chertoff said the proper mind-set was key.
"We have to have a resolve and a determination to continue to be vigilant, and to stay ahead of the enemy," he said. // Copyright 2007 by United Press International
